The course of programming with mobility has traditionally been split into two mainstreams: programming applications that support user mobility and programming those with code mobility. These different perspectives are reflected into distinct programming support for different types of mobile applications. This situation is disadvantageous because it becomes difficult when both concerns are present in the same application. Different programming approaches must be used, resulting in multi-model programs with complex structures.We propose a new programming model to overcome the problem. We use a uniform model to approach different aspects of mobility in an application. More specifically, the model does not regard an application as an actor with a role on mobility (i.e., supporting or becoming a subject of mobility), but views it as a high-level controller of mobile entities. Mobility is also separated form the functionality of an application, and is represented by context-based model.
